Mengxin Zhou joined the Merritt team as a Senior Acquisitions Manager in 2024, bringing with her twelve years of experience in the financing and development of affordable housing, particularly in Low Income Housing Tax Credit (LIHTC) syndication, structuring financing plans, often complex out of necessity, for affordable housing developments in California, and securing the variety of financing sources in those plans including LIHTCs, tax-exempt bonds, capital and operating subsidies at the state and local levels, as well as construction/perm loans and tax credit equity. Mengxin takes pride in maximizing the value delivered to creating and preserving affordable, safe, healthy, and green homes to Californians who need them the most, and cares deeply about racial, equity, diversity and inclusion in our industry and in general.
Prior to joining Merritt, Mengxin was an Associate Director at California Housing Partnership. In her six years there, she provided financial consulting, technical assistance and training to nonprofit and government clients throughout California, securing over $1.5B of equity, debt and state & local capital and operating subsidy fund, supporting the creation and/or preservation of over 2,300 affordable units. Mengxin also delivered training programs on affordable housing finance at conferences, via webinars, and as a part of the LISC Housing Development Training Institute (HDTI) to audiences with varying levels of experience in the topic.
Before California Housing Partnership, as a Project Manager at EAH Housing, Mengxin managed the predevelopment, financial closing and construction of the extensive rehabilitation of affordable homes for over 750 residents. Prior to joining EAH, Mengxin worked at a national tax credit syndicator specializing in federal and state LIHTCs and Historic Tax Credits investment. During her three years there, she worked closely with other members of the acquisitions team and underwriting team to identify and close 12 equity investments totaling $98 million in tax credits in eight different states, including California.
Mengxin holds a Master’s in Urban Planning from Harvard University, with a concentration in Housing and Neighborhood Development, and earned a Bachelor of Business Administration as an Outstanding Graduate from Renmin University of China.
